Matt Saulsbury serves as the President of Saulsbury Industries. He has been a dedicated employee of Saulsbury Industries since 1993 and currently sits on the company’s Board of Directors.
Matt is experienced in all areas of heavy industrial construction, project management, cost and progress tracking, estimating, scheduling, and project controls.

Jimmy Matthews serves as Chief Operating Officer of Saulsbury, overseeing all aspects of the company’s operations. Jimmy joined Saulsbury in 2000 and brings over 30 years of heavy industrial construction and project controls experience in refining, petrochemical, and oil and gas.
The success of Saulsbury’s operations is largely attributed to his leadership and an unwavering pursuit of improvement. His emphasis on ensuring the proper training of his staff has contributed to superior client satisfaction through safety, quality, project management, and cost containment.
Jimmy is involved in the communities of Odessa and Midland, serving as vice president and a board member of the West Texas Chapter of Safari Club International. He also sits on the board of the West Texas Hunting and Fishing Heritage Museum, as well as other local businesses.

Michael Bridgman serves as Chief Financial Officer of Saulsbury Industries. Michael joined Saulsbury in 2018, bringing more than 22 years of experience in corporate development, investment banking, and financial analysis. He previously served as Saulsbury’s Senior Director of Financial Planning & Analysis and Treasurer.
Michael’s extensive successes as a finance professional spans several industries including energy, banking, aerospace, and healthcare. Prior to joining Saulsbury, he held several leadership roles, most recently with Vistra Energy/Luminant.
Michael holds a Bachelor of Business Administration from the University of Puget Sound and a Master of Business Administration from the University of Southern California.

Dennis Chismar, currently Chief Business Development Officer, joined Saulsbury in 2019 as Senior Vice President of Business Development and Marketing. He possesses over 25 years of experience in the heavy industrial engineering and construction industry.
Prior to joining Saulsbury, Dennis held a variety of leadership positions in the private sector as well as global publicly-traded EPC companies, including Bilfinger (Westcon), Kvaerner, and John Brown E&C. He functioned as a U.S. VP and company officer working in various industrial markets including chemicals, petrochemicals, oil and gas, pharmaceuticals, mining and metals, agricultural products, and power generation. Dennis began his career as a Process Engineer and later Project Manager before transitioning into Business Development.
Dennis earned a Bachelor of Science in Chemical Engineering from the University of Pittsburgh.

Rick Rodery serves as Vice President, Information Technology for Saulsbury. Rick has been with Saulsbury Industries since 1997 and possesses over 37 years of experience in managing information technology, telephony, and data communication systems.
His extensive knowledge of advanced technology, telephony, emerging applications, as well as cybersecurity keeps Saulsbury at the forefront of the information revolution across the construction industry.
Rick served with honor in the U.S Army, National Guard, and U.S. Army Reserves.

As Saulsbury’s Vice President of Human Resources, Wayne Finger is responsible for all company-wide HR operations, processes, and procedures.
Wayne joined Saulsbury in 2023 and is an experienced HR professional with an extensive background in all aspects of the function. For nearly 3 years, Wayne was President of People & Organization with Wood for the Americas, and then globally for their Projects division. Prior to this, he served as Director of HR for Anadarko, overseeing the function for their International Deepwater and Exploration business unit.
The majority of his career to date has been spent with Schlumberger, where he led the Human Resources Integration of Cameron into Schlumberger. During 2013 – 2015, Wayne was Vice President, Human Resources for Cameron, heading HR for the Valves and Measurement Division as well as Global Talent Management.
Prior to joining Cameron, Wayne spent 26 years with Schlumberger in a variety of positions including, Offshore Field Engineer, Sales Engineer, District Manager, Marketing Manager, Operations Manager and Human Resources Manager, HR Recruiting Manager as well as global HR Processes and Systems manager; stationed domestically and internationally in locations including the United States, Canada, India, Japan, Nigeria and France.
Wayne holds a Bachelor of Science in Petroleum Engineering from Louisiana State University and an MBA from the University of New Orleans. He is also a member of the Society of Petroleum Engineers (SPE) and the Society of Human Resource Managers (SHRM).

Vice President, Safety and Quality
As Saulsbury’s Vice President of Safety and Quality, John Higgins is responsible for administering the company’s best-in-class health, safety, and environmental policies, including the development and implementation of safety training programs, program administration, and ensuring the compliance of our subcontractors. He is also responsible for the oversight and implementation of Saulsbury’s quality programs.
John brings more than 29 years of experience in all areas of heavy industrial construction to his role. His expertise has helped Saulsbury secure its reputation as one of America’s safest companies by consistently exceeding the requirements of OSHA and other regulatory agencies.
Prior to joining Saulsbury as Director of Environmental, Health, and Safety in 2001, John held positions with Ref-Chem Engineering and Construction Services and Total Jetting Services. He holds a Construction Site Safety Master (CSSM) certification and serves on the Board of Directors of the West Texas Safety Training Center.

Jeremy Nelson serves as Vice President and General Manager of EPC Operations for Saulsbury. He is responsible for the oversight and execution of all Saulsbury’s EPC and major projects.
Jeremy joined Saulsbury in May 2014 as Director of Estimating. He was later named Project Management Office (PMO) Director and Vice President of Construction before accepting his current role.
Prior to joining Saulsbury, Jeremy held positions of increasing responsibility with a global EPC corporation on domestic and international projects. Jeremy’s experience includes the successful execution of projects in the oil and gas, chemicals, petrochemical, refining, power, and government sectors.
Jeremy holds a Bachelor of Science in Business Administration from Limestone College.

Sean Trotter, P.E. serves as the Vice President of EPC – Engineering/Major Projects for Saulsbury. He is responsible for overall project performance and execution, project estimating and proposal development, and budgeting and staffing for the engineering and project management operations for Saulsbury’s EPC projects.
Sean joined Saulsbury as a process engineer in 2010 after graduating summa cum laude from Texas Tech University with a Bachelor of Science in chemical engineering. Sean previously held several roles within the process engineering group including Process Engineering Manager and Director of Process Engineering before assuming his current position in January 2018. Sean has been involved in over 35 of Saulsbury’s major EPC projects in the midstream gas processing, compression, and CO2 industries in varying capacities since joining the company. Sean is a licensed professional engineer in six states and was awarded the Young Engineer of the Year for the Permian Basin Chapter of TSPE in 2017.
Outside of the workplace, Sean’s additional leadership roles include serving on the Board of Directors for Court Appointed Special Advocates (CASA), the Odessa College Business Leadership Advisory Board, the UTPB Engineering Advisory Board, and an advisory board and founding member of The Bridge Methodist Church in Odessa. Sean is also a member of the Texas Society of Professional Engineers (TSPE).

Jim Werner serves as Vice President, Technical Services for Saulsbury. He is responsible for the oversight, review, and approval of critical construction activities as well as the company’s project controls function. He has been instrumental in recent efforts to secure sustainable and successful project reporting.
Since joining Saulsbury in 2010, Jim has served as Project Manager, Director of Construction Services, and Vice President of Construction Services. Jim has over 25 years of experience in oil and gas operations and construction, progressing through roles in engineering, operations, project management, and construction services.
Jim holds a Project Management Professional (PMP) certification and a Bachelor of Science in mechanical engineering from Texas Tech University.

Christopher Long serves as Vice President of Operations Field Services, overseeing and managing field operations in each of Saulsbury’s locations.
Beginning as a laborer and welder for Mastercraft Boiler and Mechanical, Chris has been part of the construction industry for 30 years, 23 of which are tied directly to oil and gas.
Prior to joining the Saulsbury team in 2016, Chris held positions with Site Energy Services and URS Flint Energy Services. He also owned and operated Long’s Welding Service, specializing in oilfield projects.

Blake Young serves as Executive Chairman of Saulsbury. With 35 years of broad-based energy sector executive experience, he possesses deep operational, financial, and M&A expertise in oil and gas, power generation, natural gas, power transmission and distribution, energy commodity marketing and trading, renewable energy and refined products distribution.
He is currently Chairman & CEO of ProGro BIO, a microbial sciences company in the AgTech sector. He previously served as President of Mansfield Oil Company, a $7+ billion Atlanta-based company ranked 45th among America’s largest privately held companies, where he led a diverse P&L portfolio of businesses and product lines offered through numerous go-to-market channels.
Previous executive roles have included President & CEO of Atlanta-based Comverge, a publicly traded cleantech company; Executive Vice-President, Dynegy Inc.; President and CEO of Illinois Power Company; and Chief Administrative Officer of the Americas for BG Group, a global E&P company.
With 15 years of board of director and governance experience, he is also an independent director of COC Properties, a Cary, NC based company with substantial energy and real estate holdings.

Dr. Donald McNeeley is Executive Chairman, CEO of Chicago Tube and Iron Company, a steel fabrication and engineering company with a presence in power generation and the utility sector.
CT&I was founded in 1914 and through the embracement of sound fiscal policy, stands alone in achieving 108 years of consecutive profitability. From such, the company supports not only organizational growth and job creation, but in addition, numerous charitable causes every year.
Don serves on the board of Vail Rubber Works, St. Joseph, Michigan; Affiliated Distributors in Philadelphia, PA; and Saulsbury Industries in Odessa, Texas. In addition, Dr. McNeeley is a clinical professor at Northwestern University where he teaches the Capstone Business Strategy course in the Graduate School of Engineering.
Academically Don is a graduate of the Harvard Business School, the University of Wisconsin, Benedictine University, and George William College. He holds a BA, MBA, MS, and a Ph.D. in Economics.

Dianne Saulsbury Zugg brings years of experience in the EPC industry including accounting, corporate licensing, contract administration, and capital ventures to the Board of Directors of Saulsbury Industries.
Dianne is president of the Saulsbury Family Foundation and serves on Saulsbury’s Philanthropy Committee. As Community Investment Manager, she was instrumental in initiating and establishing Saulsbury Serves in 2014.
She previously served as a board member and President of a non-profit Board of Trustees that assisted victims of domestic violence and also served as a member of the Student Health Advisory Council for ECISD. Dianne is a member of the Ector County Republican Women’s group and once assisted with communication efforts.
Dianne supports many philanthropic causes including health and wellness initiatives, gospel poverty, disaster relief, education, armed services, hunger and food shortages, and homelessness.

C.R. “Bubba” Saulsbury Jr. serves as Director and Shareholder for Saulsbury. He leads the company’s strategic efforts including mergers and acquisitions and corporate/client relations. Bubba works with the management team to establish and expand the business, while simultaneously exploring new markets and opportunities. He also serves on the Board of Directors for Saulsbury Industries.
Bubba was born and raised in Odessa. He attended Odessa College before joining the family business as the company’s only salesman. He later served Saulsbury as Senior Vice President of Business Development.
In addition to this role, Bubba has taken on several business ventures and investments including oil and gas, oilfield services companies, retail, restaurants, and real estate developments in the Permian Basin and other markets.
Bubba is an avid sportsman and loves the outdoors. He has been on numerous North American hunts, African safaris, and exotic fishing trips.

The operations are located in western Canada, offshore Trinidad, and Tobago, North Africa.

Andrew Way is an International business leader with over 30 years of Industrial experience across multiple continents. Most recently, Andrew served as the Chief Executive Officer of Exterran Corp, a global systems and process company headquartered in Houston, Texas, which operated in approximately 25 countries, offering solutions in the oil, gas, water and power markets.
Prior to taking Exterran public in 2015, Andrew spent over 20 years with GE leading a variety of businesses across GE Aviation, GE Capital and Oil & Gas.
Andrew served as a board director for the Energy Workforce & Technology Council and is actively involved in various charitable organizations.

Mel G. Riggs currently serves as Co-Trustee of the Clayton Williams Family Trusts and as a principal officer and board member of the Clayton Williams Companies. These entities are involved in oil and natural gas, real estate development, agriculture, conservation and marketing of water resources, and general investments. Previously, Mr. Riggs served as the President and director of Clayton Williams Energy, Inc. (“CWEI:NYSE”), a public exploration and production company which was acquired by Noble Energy, Inc. in April 2017. Clayton Williams Energy, Inc. was formed in 1991 and Mr. Riggs also served in the roles of Chief Operating Officer and Chief Financial Officer during his tenure with the company prior to being named President in March of 2015.
Since October 2019, Mr. Riggs has served on the board of directors and audit committee of NexTier Oilfield Solutions, Inc. (NYSE:NEX). Since October 2021, Mr. Riggs has served on the board of directors of Black Mountain Acquisition Corp. (NYSE:BMAC). In addition, since August 2000, Mr. Riggs has served on the board of directors of Community National Bank, which is privately owned and headquartered in Midland, Texas. Mr. Riggs previously served on the board of directors of TransAtlantic Petroleum Ltd. from July 2009 to June 2020 and Royale Energy, Inc. from July 2018 to November 2021.
Mr. Riggs is a proven industry leader and has served on the boards of the Permian Basin Petroleum Association (PBPA), The Petroleum Club of Midland and the Texas Business Hall of Fame.
